凯帝纳尊重并保护所有使用凯帝纳平台服务用户的个人隐私权。凯帝纳将依据《中华人民共和国网络安全法》、《信息安全技术个人信息安全规范》以及其他相关法律法规、行业安全标准收集和本协议的约定获取并使用用户的个人信息，除本隐私政策另有规定外，在未征得用户事先许可的情况下，凯帝纳不会将这些信息对外披露或向无关第三方提供。
CARDINAL respects and protects the privacy of all users of the CARDINAL Platform services. CARDINAL will collect and use the user's personal information in accordance with the Cybersecurity Law of the People's Republic of China, the Information Security Technology Personal Information Security Specification and other relevant laws and regulations, industry security standards and the agreement of this Agreement, except as otherwise provided in this Privacy Policy, CARDINAL will not disclose or provide such information to unrelated third parties without the prior permission of the user.
1.用户同意凯帝纳为履行本协议、开展相关业务或进行相关研究而收集、使用或授权第三方使用通过凯帝纳平台获取的用户信息（包括但不限于用户的设备信息、电话号码、身份认证时用户提供的有关身份证明的信息、使用日志信息等）。 凯帝纳承诺，除非另行取得用户的事先同意，否则凯帝纳不会将用户信息授权给与履行本协议或相关业务无关的第三方用于商业目的。
1. The User agrees that CARDINAL collects, uses or authorizes a third party to use the User information obtained through the CARDINAL Platform (including but not limited to the User's device information, phone number, information about identity proof provided by the User during identity authentication, usage log information, etc.) for the purpose of performing this Agreement, conducting relevant business or conducting relevant research. CARDINAL undertakes that CARDINAL will not authorize the user's information to a third party unrelated to the performance of this Agreement or related business for commercial purposes unless the prior consent of the user is obtained separately.
2.根据相关法律法规及国家标准的要求，如遇下列情形，凯帝纳将依法收集并使用用户个人信息，而无需事先征得用户同意:
2.1. 与国家安全、公共安全、公共卫生、重大公共利益直接相关的；
2.2. 与犯罪侦查、起诉、审判和判决执行等直接相关的；
2.3. 出于维护用户或他人的生命、财产等重大合法权益但又难以得到用户本人同意的；
2.4. 所收集的个人信息系用户自行向社会公众公开的；
2.5. 从合法公开披露的信息中收集的用户个人信息，例如：公权力机关信息公开等渠道；
2.6. 根据用户要求签订和履行合同、协议所必需的；
2.7. 用于维护所提供的服务的安全稳定运行所必需的，例如：发现、处置产品或服务的故障；
2.8. 法律法规规定的其他情形。

2.8. Other circumstances stipulated by laws and regulations.
3.凯帝纳将努力采取各种安全技术和程序来保护您的个人信息，包括但不限于SSL、信息加密存储，以防信息的泄漏、毁损或丢失。但同时请您理解，由于现有技术的限制以及其他可能存在的风险，即使我方平台竭尽所能加强安全措施，也无法始终保证信息绝对的安全。
